Memory PLUS is designed to utilize the memory cleaning options when your system is running on low free memory conditions. The cleaning options help to increase the free memory available at any time on your system by having the OS X memory management flush some of the inactive memory that may remain even after any built-in purging cycles by the OS X memory management. While "Quick" clean helps recover useful inactive memory within a few seconds, "Power" clean repeats the cycle for maximum recovery but takes longer than a "Quick" clean operation. So, you will typically use "Power" clean only when you would like to attempt to recover a lot of inactive memory in use on your system.
